Project Description
With the new excess soil rules being implemented in January 1st, 2021 all

excess soils generated on a project must be management under Ontario
Regulation 406/19 under the Environmental Protection Act – On-site and
Excess Soil Management.
The owner of the project awarded the excavation of the building footprint and
surrounding infrastructure to an earthworks client, who was responsible for
ensuring the excess soil generated on the project complies with O. Reg
406/19. The soils within the stormwater pond to be removed totalled to
approximately 10,000 m3, and were to be transported and tracked off site to a
suitable beneficial reuse site based on the classification of the soils.

AllRock Role
AllRock was retained to perform Excess Soil Management and Environmental Soil Testing in Toronto for the soil generated during the project. Acting as the Qualified Person (QP) in Toronto, AllRock reviewed the environmental testing data from the previous Geotechnical report to Table 2.1 Excess Soil Quality Standards (ESQS) and the Table 2.1 Leachate Screening Levels (LSL).

AllRock also prepared an Assessment of Past uses in Toronto in leu of a
Phase I Environmental Site Assessment. AllRock then determined a
supplemental subsurface investigation was required to ensure the project met
the O. Reg requirements. AllRock prepared a sampling and analysis plan and
completed a test pitting investigation in order to obtain samples, to be
submitted for analysis of various bulk parameters and leachate analysis. Once
the environmental results were received, a soil characterization report in
Toronto was prepared. Prior to the supplemental subsurface investigation,
AllRock worked in conjunction with the client to develop an excess soil
management plan in Toronto, for submission to the City Environmental
Professional assigned to the project. Once approved, AllRock ensured the
requirements outlined in the management plan were met, including all the
typical requirements of soil tracking in Ottawa and Toronto. Once the excess
soil was transported and tracked to its final location, AllRock provided a final
excess soil management report and provided it to the City Environmental
Professional.
